What that means

Washington CDL domicile requirement

Washington DOL has stopped processing ALL non-domicile CLP and CDL transactions, including originals, renewals, upgrades, duplicates and replacements, and has stopped all knowledge and skills testing for non-domiciled drivers. Both document lists now require proof of U.S. citizenship or lawful permanent residency. Asylees with EADs, TPS holders and pre-LPR refugees appear to be blocked. This is a closed door, not a delay, and its end-state is unknown.
